1. Application conditions and requirements

(1) Application conditions

1. Applicants should be current employees with the nationality of the People’s Republic of China (including foreign experts who have obtained a Chinese permanent residence permit). The project-supporting unit must be an enterprise or institution (including central units in Jiangxi) that has been registered in the province for more than one year, has independent legal personality, and has basic research capabilities and conditions. Applicants should apply from the work unit where they actually work and have a fixed personnel relationship, and shall not apply through part-time units or affiliated units.

2. The applicant has the ability and basic conditions to organize and carry out innovative research, has experience in undertaking basic research projects or engaging in basic research, and has a good scientific research credit record.

3. Applicants must have a doctoral degree (excluding doctoral students and full-time graduate students) or senior professional and technical positions (professional titles) (except for youth fund projects).

4. If the entrant and the applicant are not from the same organization, the entrant’s unit will be regarded as a cooperative research unit, and the number of cooperative research units shall not exceed 2 (inclusive).

5. Government civil servants at all levels are not allowed to participate in project declaration.

(2) Relevant requirements

1. Those who are in charge of the Provincial Natural Science Foundation projects under development this year are not allowed to apply for such projects as applicants (if there are general projects under development, they are not allowed to apply as general project applicants).

2. Each person can only apply for one provincial science and technology plan project per year (applications for bases and talent plan projects are not subject to the above restrictions).

3. The applicant shall preside over no more than 2 ongoing research projects as the project leader; if the contract period of the ongoing research project expires (including the expiration of the extension application period) and the application is not accepted, the main participants (top 3) shall not apply for new projects.

4. The same unit shall not apply for multiple or repeated applications for national and provincial science and technology planning projects with the same or similar research content (repetition rate exceeds 50%); the same project shall not be applied through multiple recommending units. Once verified, all project reviews of the unit will be cancelled. , project qualifications, and included in the scientific research integrity blacklist.

5. Project application materials and related certification materials must not contain secret content that is prohibited from being disclosed by law or content that the applicant requires to keep confidential. If confidential, it must be decrypted and submitted.

6. If you apply for scientific research projects or experimental animal experiments involving experimental animals, you must issue an "Experimental Animal Use License". The content of the scientific research project should be consistent with the scope of the license.

7. If the project research involves human research, it must pass the ethical review and sign an informed consent form in accordance with regulations; if it involves the collection, preservation, utilization, and external provision of human genetic resources, it must comply with the relevant provisions of the "Regulations of the People's Republic of China on the Management of Human Genetic Resources" ; If my country's human genetic resources need to be transported, mailed, or carried out of the country, they must be submitted for approval in strict accordance with the "Regulations of the People's Republic of China on the Management of Human Genetic Resources" and other regulations. (3) Limit recommendation requirements

In order to strengthen the main project management responsibilities of project application units and recommendation (supervision) units and improve the quality of applications, the Provincial Natural Science Fund projects continue to implement a quota recommendation system. Project applicants and application units that meet the application conditions must submit application materials within the specified time. After comprehensive review by each recommending unit, recommendations will be made within the quota. Each recommending unit must formulate scientific, reasonable, fair and impartial project selection rules and evaluation plans, strictly control and organize carefully, and effectively recommend truly good projects. Before the project recommendation list is submitted, it must be published in the system and unit and subject to social supervision.

The number of quota recommended indicators can be queried by logging into the "Jiangxi Provincial Science and Technology Business Comprehensive Management System" (hereinafter referred to as the system). The total number of key projects and outstanding youth fund projects recommended by each unit shall not exceed 25% of the unit's indicators. Recommended projects whose number of indicators exceeds the limit will not be accepted. Applications for outstanding youth fund projects and innovative research group projects are not restricted by recommended indicators.

2. Acceptance of project applications

(1) Application acceptance method

Project application is conducted online. Project applicants, project application units, and recommendation (supervision) units log in to the system to apply and recommend (see Appendix 1 for specific procedures). The Provincial Science and Technology Affairs Center is responsible for the unified acceptance of projects.

The use of electronic seals is fully implemented in project declarations. Before filing, the reporting unit and recommending (supervising) unit must apply for electronic seals in accordance with regulations. If you have not yet applied for an electronic seal, you must complete the application before applying; if you have applied for an electronic seal, you can directly log in to the system according to the time node to apply for recommendations.

(2) Application recommendation time

Starting from October 16, 2023, you can log in to the system and fill out the application form online. All project application units and recommendation (supervision) units are requested to complete relevant work before the deadline (the districted city science and technology bureau will work with the county and city science and technology departments to reasonably separate the review and recommendation time). If the application is not submitted within the time limit, the system will automatically close and will not be accepted.

1. The deadline for online application by project applicants is: 17:00 on October 31, 2023.

2. The deadline for online review of project application units is: 17:00 on November 10, 2023.

3. The deadline for online review and recommendation of recommending units (including county and city science and technology departments) is: 17:00 on November 15, 2023.

The recommending unit should submit a letter of recommendation (including basic information such as project solicitation, project review, project announcement, project recommendation, etc.) within 2 days after the recommendation deadline. A project recommendation summary form will be exported from the system and submitted as an attachment with the recommendation letter. The electronic version is sent to the email address of the Provincial Science and Technology Affairs Center, and the paper version is stamped with the official seal of the unit and sent to the Provincial Science and Technology Affairs Center. The above project materials are submitted uniformly by the recommending units.
