Good afternoon, distinguished guests! Next, I would like to share with you the "Blockchain Application Service White Paper Based on Trusted Digital Identity" launched by the TBI Digital Identity Project Team.

This white paper was led by the First Research Institute of the Ministry of Public Security, China Academy of Information and Communications Technology, and Beijing Zhongdun Anxin Technology Development Co., Ltd., and was jointly prepared by Beihang University and WeBank, China Unicom, China Electronics, Ant Group, New World Technology, and Panhua Nebula and other units jointly compiled it.

On the other hand, the innovative application of blockchain and trusted digital identities is one of the country’s important research directions. Trusted digital identity, as the underlying foundation of various industries and applications, is conducive to promoting the integration of various applications and services, improving the efficiency of information flow, aggregation and governance, empowering blockchains in various industries, and providing core identity authentication support.

Trusted digital identity is the bridge between the on-chain and off-chain, as well as the bridge between blockchain and compliance supervision. It can be said that the healthy development of blockchain is inseparable from the support of trusted digital identities.

Therefore, with the strong support of the Information and Communications Research Institute, the Trusted Digital Identity Project Team was led by the First Research Institute of the Ministry of Public Security and jointly established with 47 units.

The project team is committed to promoting the core technology research and industry application of blockchain and trusted digital identity, and has determined a two-phase work plan:

In the first stage, trusted digital identity empowers the blockchain. Provide underlying support for blockchain front-end applications through trusted digital identities;

In the second stage, blockchain empowers trusted digital identities. Use blockchain technology to promote application innovation of trusted digital identities in multiple fields and dimensions.

Currently, the project team is focusing on the first phase of research, focusing on how trusted digital identities can empower the blockchain and provide corresponding underlying support for cross-chain operations of the blockchain through trusted digital identities. The second phase focuses more on blockchain empowering trusted digital identities, focusing on identity chains and cross-chain mechanisms, and relying on blockchain to promote the development of trusted digital identities.

This white paper received guidance from 47 member units, relevant governments and enterprises, and is divided into six chapters. Below I will introduce the white paper from the following three aspects.

The white paper interprets and explains the development and current application of blockchain technology under the new situation from the perspective of the development and demand of blockchain. It not only analyzes the development and application of foreign blockchains, but also explains the development of my country's blockchains. In terms of trusted digital identity empowering blockchain, how to confirm the credibility of digital identities in cyberspace has been a focus issue in my country in recent years.

First of all, network identity authentication can be divided into the following three levels based on the credibility, method, form, nature, application scope and application scenarios of authentication: legal trust basic level, third-party witness level and commercial certificate level.

The basic layer of legal trust adopts identity certificates issued by specific administrative agencies in accordance with national laws and regulations and applicable to the whole society, as well as legal and valid identity certificates such as ID cards and passports.

The third-party testimony level adopts identity certificates such as electronic signature certificates that are established in accordance with relevant regulations and administrative licenses, issued by third parties, oriented to industry system applications, and can be used as judicial evidence;

The business certificate level uses the identity certificate issued by each business system as the business certificate and applies to this system and its associated systems.

Secondly, trusted digital identity has the characteristics of authority, security, credibility, convenience, etc., and is a universal certificate for real life and online behavior.

The first is data authority, which is based on legal identity document information to ensure that the identity verification and authentication of network users are authoritative, authentic and effective.

The second is end-to-end protection. The issuance and certification of trusted digital identities ensure the security and trustworthiness of every link from end to end. Plain text information will not be released, and personal privacy information will not be leaked at all. The transmission process is encrypted and signed to prevent information leakage. The third is traceability. Supports traceability of user authentication by issuing trusted digital identities to users.

Third, our country has long attached great importance to the construction of a trusted network identity system. In 2016, the National Development and Reform Commission approved the construction of the Trusted Identity Authentication Platform (CTID Platform), a major national "Internet +" project undertaken by the First Research Institute of the Ministry of Public Security.

The CTID platform uses legal identity documents as the root of trust, provides unified, authoritative, multi-level, and credible online identity authentication services for various industries, realizes the integration of online and offline identity management, and promotes the construction of industry trust systems. Based on the core concepts of "network trusted identity management is the core of the network trusted system" and "legal identity documents are the basis of network trusted identity management", the CTID platform is actively researching distributed digital identity technology based on trusted digital identities. Fourth, the blockchain itself has a strong demand for identity authentication. It can not only help solve the problems of data ownership and user behavior confirmation, but also provide support for solving problems such as cross-chain interoperability and interoperability, making distributed identities more secure. Based on the above four points, we have initially designed a blockchain application service framework based on trusted digital identity based on a four-layer, two-vertical architecture system.

First, based on the trusted digital identity authentication platform, it provides authoritative and credible digital identity authentication services for each blockchain;

Then cooperate to build a trusted digital identity management platform and a blockchain digital identity service platform to manage digital identities and provide service capabilities for mutual recognition between chains;

Then, equipped with trusted service terminal equipment to improve the security and operability of blockchain applications. It is hoped that trusted digital identities can play a supporting role in realizing the identity integration and "digital twin" of the offline physical world and online digital identities. Through trusted digital identities, the relationship between virtual and real identities, virtual and virtual identities can be formed, and legal trust can be fundamentally achieved. Smart Finance takes a typical financial KYC scenario as an example and adopts a blockchain solution based on trusted digital identity.
